Onsite Wastewater Management Systems Loan Program

Changes to the Onsite Wastewater Management Systems (OWMS) Regulation (M.R. 83/2003) are promoting the phase out of rural sewage ejectors with environmentally friendly disposal fields. To assist rural Manitobans, MASC's Onsite Wastewater Management Systems (WM) loan program provides a loan of up to ${program_details::max_loan} for the costs of this transition.

Program Features

WM loans are available for the total of the Certified Installer’s invoice, for amounts of up to ${program_details::max_loan}.

Choose 5 or 10-year terms, with an interest rate set at MASC’s lending rate for the selected term as at the date of application. Loan payments are made through monthly pre-authorized deductions from an account at a financial institution. WM loans can be repaid in full at any time with no prepayment penalties.

 

Eligibility

The WM loan program is available to Manitoba property owners looking to phase out their current sewage ejection system and replace it with a disposal field that complies with the OWMS regulation.

New buyers of property are eligible if the buyer and seller apply to Manitoba Conservation to have the buyer assume responsibility for compliance with the OWMS regulation.

You are also eligible if you've already phased out a sewage ejector and installed a disposal field after October 10th, 2009, provided the disposal field conforms with the OWMS regulation and an application for a WM loan was received by March 31st, 2011.

Individuals, partnerships, limited partnerships, corporations and cooperatives are eligible for this program.

 

 

Program Details

Upon MASC approval of the WM loan, funds will be disbursed to you 40 days after the date specified on the 'Certificate of Substantial Performance' (issued by the Certified Installer).

Funds shall only be disbursed if Manitoba Conservation has certified the project as complete and in compliance with the OWMS regulation, and that there have been no claims in respect of the project under The Builders’ Liens Act (C.C.S.M. c. B91).

Application

 
How to Apply:
  • Engage a Certified Installer who has successfully completed a training course in accordance with the OWMS regulation, and has been approved by Manitoba Conservation.
  •  
  • Submit a proposal with Manitoba Conservation for the decommissioning of your sewage ejector and installation of the disposal field (proposals can be written/submitted by the applicant or the installer). Once a Certified Installer is contracted and an application is made to Manitoba Conservation, you can then contact MASC to apply for a WM loan.
  •  
  • Along with the WM loan application form, you must provide a written estimate from the Certified Installer and documentation indicating project approval from Manitoba Conservation. Application for the WM loan must be made to MASC no later than 30 days after project completion.
Application Forms

Application forms for the WM loan are available from all MASC Lending offices. There is no application fee for the WM loan.

Application Deadline

WM loan program application forms must be received by MASC no later than 30 days after the project completion (at latest by March 31, 2015).

All contracted work must be completed (with all invoices submitted to MASC) on or before September 30, 2015.
