Potato Insurance
Potato production is an important part of Manitoba's agricultural industry, with an annual market value of over $195 million (2007) and associated economies estimated to approach three times that amount.
Manitoba producers grow both commercial and table varieties, destined for public consumption as french fries, potato chips, and whole potatoes, with most production occurring south and west of Winnipeg in the Portage la Prairie, Winkler-Morden, Treherne, Holland, and Carberry areas.
MASC Potato Insurance provides financial assistance to Manitoba potato growers when they experience a significant production shortfall. Both table and processing potatoes (irrigated and dryland) are insurable, and growers can choose from {program_details::coverage1}%, {program_details::coverage2}%, and {program_details::coverage3}% coverage levels.

Eligibility
Eligible Producers
Potato Insurance is available to producers who grow potatoes in Manitoba. Table and processing potatoes are considered as separate crops, and if selected for Potato Insurance the total acreage of each must be insured.
Eligible Crops
The variety of the potatoes you grow determines if they are classified as table or processing potatoes, and whether they are early or late maturing. Potatoes grown for the purpose of producing seed are insurable as table or processing potatoes (depending on variety). See table below for a summary of insurable varieties.

Requirements for Irrigated Coverage
To qualify for irrigated coverage under Potato Insurance:
- fields on which irrigated potatoes are grown must have working irrigation equipment and an adequate water supply capable of supplying the minimum water requirement specified on the maps available at your local MASC Insurance office
- irrigation equipment must be capable of appying a minimum application rate of 1-inch per acre per week.
- You are required to maintain a water log showing the dates and amounts of rainfall, and the water that is applied to each field
Costs & Coverage
Premiums for Potato Insurance are cost-shared: {producer_share}% by the producer, {federal_share}% by the Government of Canada, and {provincial_share}% by the Province of Manitoba, as part of the Federal-Provincial Growing Forward Framework agreement.
Note: Separate premium rates are determined for table and processing (irrigated and dryland) production.
Coverage
As a potato grower, you can choose from three coverage levels under Potato Insurance: {program_details::coverage1}%, {program_details::coverage2}%, or {program_details::coverage3}% of probable yield. Probable yields are calculated by your individual 10-year historical yields (a 10-year provincial average is used for new producers).
Note: Table and processing (irrigated and dryland) potatoes have separate probable yields, and the probable yield for non-irrigated processing potatoes cannot exceed the irrigated probable yield.

Claims
Claims for Potato Insurance are based on the following stages of adjustment:
- reseeding (25% of dollar coverage)
- losses up to and including June 20th (50% of dollar coverage)
- losses prior to harvest (85% of dollar coverage)
- post-harvest claims (full dollar coverage)
Note: Production from table and processing potatoes is not combined to calculate claims.
Other Program Details
- Annual production is determined based on the amount of marketable potatoes you've declared on your Harvested Production Report (HPR), and on verified sales receipts. In the case of a claim, an MASC adjustor will determine the amount of production.
Note: Processing potato claims are finalized to net sales.
- production verifications are completed on declared yields each year
- random inspections are carried out each year to assess the capacity of the insured's irrigation equipment, available water supply, irrigation log, irrigation license, and crop conditions. All acres declared as irrigated that do not meet the irrigation requirements will be revised to dryland coverage.
- to ensure coverage when loss is related to Bacterial Ring Rot, you must use certified or better seed potatoes
- Potato Insurance is not available if you've had a prior occurance of Bacterial Ring Rot, unless you fully comply with a clean-up order issued in accordance with the "Bacterial Ring Rot in Potatoes Regulation" under the Manitoba Plant Pest and Diseases Act.
Procedures
Making a Claim
If you believe your potato production is below your Potato Insurance coverage, make a claim by:
- contacting your local MASC Insurance office and arranging for an adjustor appraisal
- as a table and seed potato producer, you're required to retain representative samples of the potatoes as they're being harvested
Appealing an Appraisal of Loss
If you do not agree with an appraisal of loss completed by MASC, a second appraisal will be completed. If you do not accept this second assessment, or you reconsider the decision after signing a claim, you have 7 days to appeal the assessment to the Appeal Tribunal.
