2010 Canada-Manitoba Excess Moisture Assistance Program
Extended periods of excess moisture have affected agriculture across the Prairie provinces, resulting in significant amounts of unseeded land and flooded acres making previously seeded crops non-viable. The 2010 Canada-Manitoba Excess Moisture Assistance Program (CMEMAP) will help producers mitigate the impacts of the disaster and ensure they can resume business operations in time for the 2011 crop year. In Manitoba, the CMEMAP is available to all agricultural producers who operated land in Manitoba, whether or not they participate in the AgriInsurance program.
There are no additional costs for producers insured by AgriInsurance for the CMEMAP. All costs are shared by the Government of Canada (60%) and the Province of Manitoba (40%), as part of the AgriRecovery framework in the Growing Forward agreement.

As a producer with 2010 AgriInsurance coverage, you're already enrolled in this program. Your payment for unseeded acres will be automatically calculated from information given on your Seeded Acreage Report (SAR). MASC has mailed you an application form to report seeded acres that have been Destroyed by Flooding.
Eligibility
To be an Eligible Applicant for the CMEMAP, you are:
- an individual who is 18 years of age or older at the time of application;
- a partnership; or
- a corporation, a cooperative, a commune, or a First Nation.
- the individual or entity that operated the Eligible Acres in 2010, and in the case of rented land, the tenant is considered to be the operator.
- not a research station, government funded agency or institution.
Eligible Acres for the program means Cultivated Acres, excluding summerfallow, within Manitoba in 2010 that:
- were not seeded by June 20th, 2010 due to excess moisture conditions; or
- were seeded by June 20th, 2010 and were subsequently Destroyed by Flooding prior to July 8th, 2010.
Notes:
- 'Cultivated Acres' are acres seeded to annual crops, unseeded acres due to excess moisture conditions, and summerfallow as of June 20th, 2010, as determined by the Program Administrator.
- Winter Wheat and Fall Rye seeded in the fall of 2009 are Cultivated Acres.
- Forage, bush, brush, sod, pasture or other perennial crops are not Cultivated Acres.
- The same acre of land is not eligible for more than one payment.
- In the case of reseeding, Eligible Acres are limited to the last crop seeded by June 20th, 2010 and subsequently Destroyed by Flooding.
- 'Destroyed by Flooding' means a crop that will not be harvested as damage caused by excess moisture is such that the expected value of the crop will be less than the harvesting costs, as determined by the Program Administrator.
Minimum Acres, Deductible, and Payments
The Program Deductible is the greater of 25 acres or a minimum of 5% the Eligible Applicant’s total Cultivated Acres.
Example
You farm a total of 1000 acres. In 2010, you were able to seed 800 acres by June 20th, with 200 acres left unseeded due to excess moisture. By July 5th, 250 acres that were seeded had been Destroyed by Flooding.

How to Apply for Compensation on Acres Destroyed by Flooding
For AgriInsurance participants:
- For Eligible Acres not seeded by June 20th, 2010 due to excess moisture conditions, an application form is not required as payments will be based on the acres reported by the producer on their 2010 Seeded Acreage Report (SAR) or verified by Manitoba Agricultural Services Corporation (MASC) as too wet to seed.
- For Eligible Acres that were seeded and Destroyed by Flooding prior to July 8th, 2010, an application form is required and has been mailed to you.
Eligible Applicants will receive $30 per eligible acre, less the Program Deductible. There is no cost to program participants; all costs are shared by the Government of Canada (60%) and the Province of Manitoba (40%), as part of the AgriRecovery framework in the Growing Forward agreement.
Your completed application form must be received by MASC by August 3rd, 2010. Applications may be delivered in person, faxed or mailed, and in the case of mail the postmark must be on or before the application deadline of August 3rd, 2010.

How to Apply

1. What is the purpose of this program?
The Province of Manitoba and Government of Canada have committed to an AgriRecovery program to help crop producers in Manitoba affected by extended periods of excess moisture to rehabilitate their land. The 2010 Canada – Manitoba Excess Moisture Assistance program will help producers mitigate the impacts of the disaster while ensuring that they resume business operations quickly, in time for the 2011 crop year.
2. How is this program funded?
This program is cost shared 40% provincial and 60% federal under the AgriRecovery framework in the Growing Forward agreement.
3. Who is eligible for payment?
All Manitoba crop producers who experienced excess moisture conditions or overland flooding in spring 2010 may be eligible to receive a one-time payment of $30 per acre. Acres eligible include those that were not seeded by June 20, 2010 due to excess moisture conditions and those acres that were seeded but were subsequently Destroyed by Flooding prior to July 8, 2010. Eligible crops include all annual crops including winter wheat and fall rye seeded in the fall 2009. Forage crops are not eligible. All producers operating land in Manitoba in 2010, whether or not they are participating in AgriInsurance, are eligible, with the exception of landlords.
4. Why is the payment limited to $30 per acre?
AgriRecovery is in place to supplement existing Business Risk Management programs (e.g. AgriInsurance), not to replace them. The $30/acre is a reflection of the additional cost producers may incur to manage and rehabilitate their land (e.g. planting a cover crop, repairing ruts, improving drainage or controlling weeds).
5. Is there an application process?
Producers who are not insured under the 2010 AgriInsurance Program need to apply for compensation on both their acres that were not seeded due to excess moisture conditions and acres seeded and subsequently Destroyed by Flooding.
Producers who are insured under the 2010 AgriInsurance Program do not have to apply for compensation for acres that were not seeded due to excess moisture conditions, but will need to declare their acres that were seeded and subsequently Destroyed by Flooding. See question 6 for more details on the process.
6. How do producers access this program?
For producers not insured under the AgriInsurance program for 2010, applications are available at all MASC insurance offices, MAFRI GO offices and online at masc.mb.ca.
Producers with AgriInsurance for 2010 will automatically have payments calculated for those acres that were not seeded due to excess moisture conditions based on their 2010 Seeded Acreage Report. An application form will be mailed to all 2010 AgriInsurance participants for them to declare seeded acres Destroyed by Flooding.
7. What is the deadline to apply?
Application deadline is August 3rd, 2010.
8. What is the amount of compensation available?
Producers will receive $30 per eligible acre. Eligible Acres are subject to a deductible equal to the greater of 25 acres or a minimum of 5% of the producer’s total Cultivated Acres. The percentage applied in calculating the deductible may be increased above the 5% minimum based on the budgetary constraints of the program.
Payment = $30 x (total eligible acres – program deductible)
9. What is the penalty for over reporting unseeded or flooded acres?
If a verification determines the actual number of eligible acres is less than reported on an application form, the number of actual eligible acres minus the number of acres over reported will be used to determine the program payment. Producers who provide false or misleading statements may be forced to repay all payments and be subject to prosecution.
10. What is a destroyed acre considered to be?
Destroyed by Flooding means acres of a crop that will not be harvested due to damage caused by excess moisture, such that the expected value of the crop will be less than the harvesting costs, as determined by MASC.
11. Will there be field inspections?
Yes, verifications will be conducted. As part of the Terms and Conditions, applicants give MASC the right to conduct on-site audits.
12. Will a producer’s existing AgriInsurance coverage be affected?
No. Coverage and payments under a producer’s 2010 AgriInsurance contract will not be altered due to the program. Manitoba producers will continue to receive the full benefit of AgriInsurance coverage that they have purchased.
13. How will the payments be treated under AgriStability?
Program payments will be considered allowable income for the purposes of the AgriStability program in the program year only. For most producers, this will mean the 2010 program year. Program payments will not be considered allowable income for calculation of reference margins.
14. When can I expect to receive a payment?
