2010 Assiniboine Valley Producers Flood Assistance Program (AVPFAP)

Water management is a balancing act in Manitoba. A dry winter may mean drought throughout the province, while a wet spring might flood vast areas of the fertile agricultural plains.

A network of control measures have been implemented in an attempt to reduce the risks of flooding and drought in Manitoba. As part of a strategy to reduce flood risks all along the Assiniboine River, the Shellmouth Dam was built by the Prairie Farm Rehabilitation Administration (PFRA) and completed in 1972 at a cost of $10.8 million.

Producers farming downstream from the Shellmouth Dam, however, have experienced flooding of cropland, especially in years of excessive moisture. As a result, MASC administers the 2010 Assiniboine Valley Producers Flood Assistance Program (AVPFAP) for the Province of Manitoba, providing financial assistance to Assiniboine Valley agricultural producers who experienced a crop loss or the inability to seed a crop due to flooding.

Eligibility

 
Eligible Applicants

Eligible applicants include producers with land in the defined area (see below) who have a financial interest (ie. operator of the land) in the damaged crops or land too wet to seed, and landlords who farm on a crop share and are currently insured as such under an MASC Contract of Insurance.

An eligible applicant must be liable to pay Manitoba income tax or corporate tax on income from farming activities under The Income Tax Act (Canada), or is specifically exempt from paying income tax but is a permanent resident of the Province of Manitoba.

Note: Research stations, universities and other government funded agencies are not eligible for this program.
Eligible Acres

Eligible acres are acres too wet to seed in 2010, crop acres seeded in 2010 that are damaged by excess moisture, pasture that had a reduced grazing capacity in 2010 due to excess moisture, and forage acres requiring restoration due to excess moisture in 2010, all within an area that follows the Assiniboine River south from the Shellmouth Dam to Brandon.

Eligible Crops

The 2010 Assiniboine Valley Producers Flood Assistance Program is available for all annual crops, tame hay, pasture and native hay crops. To qualify, a producer must have a minimum 5 acres of each eligible crop.

Ineligible Crops

Fallow, bush, brush and sod are not eligible for the 2010 Assiniboine Valley Producers Flood Assistance Program.

Costs & Coverage

All program payments and administration costs for the 2010 Assiniboine Valley Producers Flood Assistance Program are paid by the Province of Manitoba.

 

Deadlines

The deadline to apply for the 2010 Assiniboine Valley Producers Flood Assistance Program has been extended to March 11th, 2011. Completed application forms must be received by March 11th, 2011. Applications may be delivered in person, faxed, or mailed (postmarked on or before March 11th, 2011).

Claims

Payments for the 2010 Assiniboine Valley Producers Flood Assistance Program are available for claims filed for crop damage, loss of pasture usage, forage restoration, or for land too wet to seed.

Claims for Crop Damage

Payments for crop damage are calculated as follows:

((probable yield - actual yield) x dollar value - AI indemnity per acre) x eligible acres

For producers with an AgriInsurance Contract of Insurance:

  • probable yield = the producer's individual 10-year average (IPI yield) as determined for AgriInsurance
  • actual yield = as reported by field on the producer's Harvested Production Report (HPR) (subject to adjustments made by MASC)
  • dollar value = the AgriInsurance dollar value (2010) for each crop.
  • AI indemnity per acre = as determined by calculating a AgriInsurance claim (using the 70% coverage level)
  • eligible acres = all acres within the defined area

For non-insured producers:

  • probable yield = the MASC average for the soil zone
  • actual yield = the average yield reported to MASC in the defined area
 
A producer in the eligible area experiences crop damage due to flooding on his acres of Red Spring Wheat. As determined by AgriInsurance:
Probable Yield 43 bu/acre
Coverage (70%) 30 bu/acre
Dollar Value $4.87/bu (2010 dollar value)
Actual Yield 22 bu/acre
Eligible Acres 100 acres
Calculation:
Step 1:
Probable Yield - Actual Yield
= 43 bu - 22 bu
= 21 bu 
Step 2:
Step 1 Result x Dollar Value
= 21 bu x $4.87
= $102.27
Step 3:
Indemnity (at 70%)
= 30 bu - 22 bu
= 8 bu x $4.87
= $38.96
Step 4:
Step 2 Result - Step 3 Result
= $102.27 - $38.96
= $63.31/acre
Step 5:
Payment: Step 4 Result x Acres
= $63.31 x 100 acres
= $6,331
 
 
Note: To protect your future AgriInsurance coverage, the 2010 AVPFAP yield loss is added to your actual production. The payment divided by the crop dollar value will determine the amount of production added to a producer's harvested production for the purpose of Individual Productivity Index (IPI) calculations starting in 2012. Also, the same rules that apply for IPI adjustments for third-party loss, wildlife, and hail damage will apply.

Claims for Pasture Losses

Payment for claims against pasture losses are calculated in accordance with the 2010 Pasture Days Insurance calculation, as follows:

Payment = (Normal Animal Unit Days - Actual Animal Unit Days) x Dollar Value

where:

  • Normal Animal Unit Days = the number of animal units intended to be pastured in the Eligible Area multiplied by 130 days;
  • Actual Animal Unit Days = the number of animal units multiplied by the number of days these animals actually grazed on pasture in the Eligible Area (adjusted for supplemental feed provided during the pasture period); and
  • Dollar Value = the amount per animal unit days ($1 per animal per day)
A producer regularly pastures the equivalent of 100 Animal Units in the Assiniboine Valley for 130 days or more. In 2010, the producer was only able to pasture these animals for 92 days before they had to be removed from pasture.
Normal Animal Unit Days = 100 Animal Units x 130 days
= 13,000 Normal Animal Unit Days
Actual Animal Unit Days = 100 Animal Units x 92 days
= 9,200 Actual Animal Unit Days
Payment = (13,000 - 9,200) x $1
= $3,800

 


 
Forage Restoration Claims

For producers with an AgriInsurance Contract of Insurance:

Program payments for Forage Restoration for AgriInsurance participants will be $60 per acre, minus their average AgriInsurance payment per acre for Forage Restoration.

For producers without an AgriInsurance Contract of Insurance:

Program payments for Forage Restoration for non-Contract holders will be the average of Program payments per restored acre for all Program participants with an AgriInsurance Contract in the Eligible Area.

Claims for Land Too Wet to Seed

For producers with an AgriInsurance Contract of Insurance:

  • the payment will be $50/acre, less an estimated Excess Moisture Insurance (EMI) claim
    Note: Estimated EMI claims are calculated using $50 and the actual deductible (if the zero deductible option is selected, the default will be the 5% deductible). The resulting payment is then divided by all acres that were too wet to seed.

For non-insured producers:

Non-insured producers with land too wet to seed will receive the average EMI payment per acre in the defined area.

A producer with a 2,000 acre farm reports 150 acres as too wet to seed.
EMI Deductible = 10% x 2,000 acres
= 200 acres
Calculation of Estimated EMI Indemnity:
(too wet to seed acres - deductible acres) x $50
= (150 acres - 200 acres) x $50
= 0
AVPFAP payment = ($50 - Estimated EMI Indemnity) x acres too wet to seed
= ($50 - 0) x 150 acres
= $7,500
 
 
A producer has a 2,000 acre farm and reports 300 acres that were too wet to seed.
EMI Deductible = 10% x 2,000 acres
= 200 acres
Calculation of Estimated EMI Indemnity:
(too wet to seed acres - deductible acres) x $50
= (300 - 200) x $50
= $5,000
Average payment over all acres too wet to seed = $5,000 / 300 acres
= $16.67
AVPFAP payment = $50 - $16.67
= $33.33/acre
= $33.33 x 300 acres too wet to seed

Procedures

 
Application Process

Eligible producers insured by MASC AgriInsurance will automatically be mailed a cheque to cover claims of crop damage and acres too wet to seed, with an amount calculated from information provided by the producer to MASC in 2010. Eligible producers with an AgriInsurance Contract will also be sent an application form for claiming compensation for losses of pasture capacity and non-insured crops. Producers must complete this application form and return it to MASC by the deadline date.

Producers who have previously participated in AVPFAP, but are not insured under MASC AgriInsurance, will be contacted by MASC. Producers must complete the application and return it to MASC.

Producers who are not insured under MASC AgriInsurance and have not previously participated in AVPFAP can apply at their local MASC Insurance office (Souris, Virden, Birtle, Hamiota, or Grandview), or at their local MAFRI GO office (Shoal Lake, Roblin, Russell, Souris, Brandon). Non-insured producers may also use the application on this page to return to the MASC Insurance head office in Portage la Prairie:

Claim Payment

Claims requiring verification of flooding or crop loss may be delayed until the appropriate information is provided.

Appeal Process

Producers can appeal decisions on eligible crops or land too wet to seed to an independent appeal body established by the Minister of Agriculture, Food and Rural Initiatives. For further details, contact your local MASC office.
