Flood 2011: Building and Recovery Action Plan

A $175 million action plan to help families and producers cope with this year's flood, strengthen communities affected by flooding and build for future flood mitigation has been announced. The action plan includes a special recovery program for Hoop and Holler Bend and Portage Diversion property owners, a Lake Manitoba financial assistance program, an economic stimulus program, special programs for livestock producers and a comprehensive flood mitigation plan.

Lake Manitoba Financial Assistance Program

The Lake Manitoba Financial Assistance Program currently has four components (Parts A, B, C and D) to assist those affected by the flooding of Lake Manitoba in 2011. More information about each Program component can be found in the downloadable Terms and Conditions (at right).

Part A - Lake Manitoba Pasture Flooding Assistance Component

The purpose of this component is to assist Manitoba livestock producers manage their feed requirements due to the loss of pasture in the Flood Zone along the Lake Manitoba basin.

As an Eligible Participant, you must be an agricultural producer who is 18 years of age or older, a partnership, corporation, cooperative, commune or First Nation. You must also be responsible for the cost of feeding the eligible animals, you own or leased the Eligible Land on April 1, 2011, and you are liable to pay income tax under the Income Tax Act (Canada) and the Income Tax Act (Manitoba), or you are specifically exempted from filing income tax (but are a permanent resident living in Manitoba).

Payment will depend on the number of eligible livestock claimed and the number of pasture acres affected. Payment will be limited to the lesser of the dollar value of the total farm's carrying capacity or the producer's total herd needs.

Eligible Animals include: cattle, bison, horses, sheep, goats, llamas and alpacas based on certain criteria.

Part B - Lake Manitoba Agricultural Infrastructure, Transportation and Crop/Forage Loss Component


The purpose of this component is to assist agricultural crop and livestock producers in managing and recovering from the impacts of flooding along the shore of Lake Manitoba in 2011. The Eligible Area includes the Lake Manitoba Flood Zone and areas outside the Flood Zone that are inundated by flooding or inaccessible due to flooding.

To be an Eligible Participant, you must be an agricultural producer who is 18 years of age or older, a partnership, corporation, cooperative, commune or First Nation. You must also have owned or leased animal premises used to house evacuated animals between April 1, 2011 and May 31, 2012, or have owned or leased agricultural land or farm business located in the Lake Manitoba Flood Zone as of April 1, 2011. You must also be liable to pay income tax under the Income Tax Act (Canada) and the Income Tax Act (Manitoba), or you are specifically exempted from filing income tax (but are a permanent resident living in Manitoba).

Assistance is provided for:

  1. Flood mitigation measures to protect property used for agricultural production;
  2. Damage to agricultural infrastructure, improved agricultural land and inventory caused by inundation by flood water;
  3. Damage to pasture and facilities used to house livestock evacuated from the flood zone;
  4. Transportation of livestock on flooded pastures and transportation of feed to animals that have been displaced; and
  5. Damage to crop and improved forage land and lost crop and hay production caused by inundation by flood water.

Part C - Lake Manitoba Business, Principal and Non-Principal Residence Component

The purpose of the program is to compensate residents, businesses and non-profit entities for the cost of uninsurable property damage and flood protection measures taken as a direct result of the elevated water levels in a designated area called the Lake Manitoba Flood Zone.

As an Eligible Participant, you must be an individual, partnership, corporation, cooperative, commune or First Nation that has owned or rented a principal residence, non-principal residence or business (excluding a farm business) located in the Lake Manitoba Flood Zone as of May 1, 2011. As a business, your annual gross sales must be less than $10 million based on the most recent completed fiscal year. Research stations, government funded agencies and institutions are not eligible.

This program will reimburse Eligible Participants for reasonable losses incurred as a direct result of the high water levels in the Lake Manitoba Flood Zone, as calculated by the Program Administrator. Principal residences, Non-Principal residences and businesses within the Lake Manitoba Flood Zone as of May 1, 2011 are eligible. For further details, please see Part C - Terms and Conditions.

Part D - Lake Manitoba Flood Protection for Principal Residences, Non-Principal Residences and Businesses

This program provides financial assistance for flood protection measures undertaken individually or cooperatively for the purpose of protecting principal and non-principal residences in the Lake Manitoba Flood Zone.

Hoop and Holler Compensation Program

The purpose of the program is to compensate residents, businesses (including farm) and non-profit entities within a designated area for the cost of property damage, income loss, and flood protection measures taken as a direct result of the controlled release of water from the Assiniboine River near Hoop and Holler Bend or overflow of water diverted into the Portage Diversion.

As an Eligible Participant, you must be an individual, partnership, corporation, cooperative, commune or First Nation that has owned or rented a residence, business, non-profit entity or agricultural land located in the Potential Flood Zone, and/or you were employed by a business located in the Actual Flood Zone as of May 11, 2011. You must also be liable to pay income tax under the Income Tax Act (Canada) and the Income Tax Act (Manitoba), or you are specifically exempted from filing income tax (but are a permanent resident living in Manitoba).

Excess Moisture Economic Stimulus Program

The Excess Moisture Economic Stimulus Program (EMESP) provides immediate economic stimulus to the areas adversely affected by excess moisture levels in rural Manitoba. Funding will support projects that offset the economic impact of excess moisture levels on communities, small and medium enterprises (SMEs), and industry sectors by restoring economic activity to pre-flood levels or promoting, strengthening, or diversifying economic activity within the affected area. Applicants are eligible to receive up to $100,000 per organization.

Dauphin River Flood Assistance Program

The Dauphin River Flood Assistance Program is for commercial fishers in the Dauphin River area (Lake Winnipeg Community Licensing Area 6). The Program will provide compensation for income losses to commercial fishers who are unable to access the fishery and fish processing facilities due to record high water levels as a result of maximum outflows from Lake Manitoba.

Lake Dauphin Emergency Flood Protection Program

The purpose of the Program is to provide financial assistance for emergency structural Flood Protection measures undertaken for the purpose of protecting Principal Residences and Non-Principal Residences in the Lake Dauphin Flood Zone.

Shoal Lakes Agricultural Flooding Assistance Program

The purpose of this Program is to provide financial support to agriculture producers affected by chronic flooding in the Shoal Lakes Complex in the Interlake area of Manitoba.
